My boyfriend said he watched this show when he was young in Japan but I'm trying to figure out the name, he cant remember either 
but maybe you guys know. He said its main character was a fat man in a black suit, a rounded hat, a creepy smile, a large nose and saggy eyes. He would help people out, until they abused his help, making it backfire and having a moral for the viewers to witness. In one episode for example the man helped a business man with a drinking problem by giving him a ring that would squeeze his finger whenver he would consume alcohol, or even reach for it. he was very good with his new ring companion until one day he eventually decided to take off the ring when his boss offered him a beer (ofcourse to not offend him), put it back on when finished and the ring squeezed so tightly it snapped his finger right off. They were kinda gross for kids his age to be watching lol, but I just wanna see what hes talking about. Each episode would end with stuff like that and all the problems dealing with adult stuff like alcohol, problems with the wife etc. It was an anime and he said it aired around 1995-1996ish >.> just he doesnt remember the name :?
