The meaning is generally entertainment, if that comes in the form of mindless fan-service gratuitous panty shots, or smply bizzare plot lines, whatever... It's meant to sell entertainment in various forms to those who fancy whichever form they find enticing.

I don't know what deep meaning there is in anime, though some anime such as Patlabor, probably have more meaning than others...
