How is fanservice with minors seen overall in anime/manga in japan?

A lot of anime, like shonen have fanservice scenes with minor characters? I was wondering, how is it seen overall in japan? Are the manga authors seen as odd/creepy? How about adults male and female who see it? And if they are drawn/look like adults? How does this effect reality?
