Well, I had read the original manga (which is damn hard to find these days, don't ask why) and found it gory, violent and scary, that was what attracted me to the first movie. Tomie was moody, violent and blood splattered, I guess that the quirky nature of it all was what attracted me to it in the first place. It wasn't as scary as the manga, but it had its moments.
As for recommendations, perhaps you should start with the first movie which I thought was the best of the lot while I thought that "Forbidden Fruit" was easily the weakest of the bunch. The fourth installment, "Another Face" was an analogy with three vignettes of Tomie at her malevolent, seducing best. Like I said, the series is nowhere near as great as Ringu, but I found it enjoyable for the eerie sort of atmosphere they all had. But then, I'm weird, so perhaps my taste is seriously lacking!
At the very least, check out the first movie. After that, you can form your own opinion on the rest of the series. Hopefully, that was of some help to you.
