Kaidan no ue kara oriru
or
Kaidan no ue kara ni oriru
or something else

In a situation you want to emphasize the location the agent is at or the starting point of the movement, yes, 階段の上から下りる makes sense, but 階段の上からに下りる is ungrammatical. If you want to say "to go down the stairs", 上から is redundant, and it's OK just 階段を下りる.
