I think it just means that ultra pure water has a higher potential to dissolve minerals, albeit at a very slow rate, as it isn't saturated with electrolytes yet. It's just that pure water will absorb (or "dissolve") metal electrolytes like magnesium, sodium or potassium more quickly than water already rich in minerals.
