What does itching all over mean?

I've been watching K-On! and there are several references to being itchy all over--but I'm not sure what it means. It seems like it may have to do with having a crush on someone? Is this a Japanese thing? I've never heard of this before.

For instance, in K-On!! in the episode Career!, Ritsu was telling the story about how she help Mio overcome her fear of giving a speech in grade school. Azusa asks how the speech went, and Ritsu said that, "Since it was a speech written by Mio, it had a serious fairy tale vibe."

In the background were pictures of of things that seem to represent fairy tale romance, and then they had pictures of kids scratching and the title "itchy! itchy! itchy!" appeared.

Ritsu then says, "I'll leave it to your imagination."

All it did was leave me scratching my head, thinking, "Huh, what was that about?"

I found a similar usage of かゆ（い） in the original manga.
