media control in Japan?

I came across the following sentance:
"Added to this is out own cowardly rage for accepting media control as a necessary evil."


Is anyone familiar with post-war history that could elaborate on this?
What and when might he have been talking about?
Could he be refering to only during the US occupation?
Or did this occur other times

1. Definition of obscenity has been chaged over time, esp. after WWII.
2. Many countries criticise the infamous "kisha club", but it is rare to hear of any self-criticism from the Japan-bashing liberal media such as Asahi or else.
3. It is sad that Japan may be the only country where tons of TV commercials of gambling industry, pachinko, can be aired freely even on sunday morning. Unfortunately I've never heard of anti-pachinko except some books by free journalists.

All I can do is not to go to pachinko parlors.
