Is there an urban slang and dress in Japan?

Sorry, if this subject was brought up before, but....
In the U.S. we have those in our urban society who speak in slang known as ebonics and dress in , usually sloppy, hop hop style fashions.
Is there something similar in Japan? Are there Japanese high school kids saying things that would resemble something like ebonics that represents poor use of the Japanese language? A type of low education urban slang. If so, what are some examples.
I realize that there is alot of different street fashion in Japan, but is there something there that people make fun of.....such as American guys who wear their pants low with their underwear sticking out? :p
