"Done It" Marriages Multiply In Japan

Not even in Japan, surely...

Its not bad, but there was some interesting news last night about children born out of wedlock are not registered with the government, so they are in a sense "identityless", which causes problems later on as they cannot enrole to vote, get a drivers licence, or do anything that requires ID, as in a sense they don't exist in the system.

I know that Japan has some ludicrous laws regarding families / marriage etc, but if it's true that children born out of wedlock are 'identityless' then I'm absolutely amazed... There must be thousands of such children around today. Could somebody confirm if this is true?
