Hi. For the underlined sentence, why is 俺に instead of 俺が/は is used? What's the difference between 俺に and 俺が/は?
By the way, why does the underlined sentence end with と (in red)?

It's 俺に *because* it ends in と. The と is a quote marker and implies, 「俺にどうしろと言う？」ie, "What will you tell me to do?"
The subject of this is not 俺、 but rather the other speaker.

If the question was 「俺がどうしたらいい？」"what should I do?" then the subject would be 俺.

Also... what are you reading? I keep seeing all these snippets and now I'm getting curious.

It's the omitted version of 俺にどうしろと言うんだ？, as Chris-san wrote. 言うんだ？ is omitted since it's obvious from the context. Similarly, if it's で、俺はどうすれば？, it means 俺はどうすればいい？.
