Please do some proper research, and formulate solid evidence for your arguments before you make them. May i ask how old you are and what kind of education have you had? I knew such comments made at Den Haag in 1907 by Korean Emperor, but it s completoly ignored and rejected by all of Western countries attendants. So it is already rejected at that time, then treaty is fullfill the requirement of international law at that time.
