You talking about a foreign person just out of college with no teaching degree coming to Japan to teach English conversation? Or are you talking about a Japanese starting salary as a credentialed teacher in the elementary or junior high school system?

I have child development bachelor's still live in US, am 41 with husband and 2 elementary age kids

A foreigner coming to Japan to teach will have a tough time using his/her teaching qualifications here in the Japanese school system, even if that person speaks Japanese. Many foreigners take the path of least resistance, which is teaching "English conversation" in private conversations schools where the requirements for work are very forgiving. As you can imagine, the pay is very low in these places. Maybe 250,000 is a typical starting salary at these places.

You might want to see if any of the international schools around the Kyoto/Osaka area have any openings. I did a quick search on the internet, which you've probably done as well, and I saw a figure of up to 7,000,000 yen for a starting salary at an accredited International School (i.e. ASIJ).

What would my children do in terms of schooling? I know nothing of the Japanese education system, -yet-. are public schools free? is private school much preferred? does anyone homeschool?

Public schools are free. The schooling is all in Japanese. I don't think there is much support for Japanese as a Second Language but they will try to accommodate you. Private schooling is a personal preference. Many non-Japanese that can afford it use private schools so they have some English-based instruction and are in a more international environment. I've never heard of anyone home schooling in Japan. I'm not sure about that. If it is possible I imagine they'd want you to conform to their curriculum requirements.
