Taking some liberties to make it work in english, I believe this is what it entails: There's a big difference/gap between the two of us, so I hope you've gotten stronger (and closed some of that difference/gap).

Is the underlined part meant as the outlaw saying that the his former-friend has changed so much, that he can't bring himself to trust him and accept his request to surrender?

貫かせてもらおう is the volitional form of 貫かせてもらう, and 貫かせてもらう is a humble expression of 貫く. Thus, the subject of 貫く is the outlaw, not the soldier. He declares that he sticks to his principle/belief "そうやって秩序の名の下に異物は排除しようって考えは御免だ" even if he has to fight his former friend.

I think maybe Okan = Okaasan = Mom. And in the other quote, Oton = Otoosan = Dad.
"Mom had karate drilled into me for over twenty years by some guy she claimed was the number one karate champ in the world."
Okan = Okaasan = Mom
Oton = Otoosan = Dad
And オカンが世界一の空手家だと言ってた男 would refer to オトン, i.e., dad.
