kinou uchi de hon o yondari, terebi o mitarishimashita.

Does this sentence mean -- I might had watched t.v and read a book at home yesterday?

Because I thought tari implies that there is no frequency or sequency.

It means "I watched TV and read a book at home yesterday". "~Tari" is used to list verbs/clauses, connoting "watching TV" or "reading a book" are just examples and there might be more actions the subjest did yesterday other than the two things.
