My translation attempt: "We should also not forget that the death rate [in Nagano] from strokes brought on by cold weather or excess salt intake was once conspicuously high, along with the rate in the whole of the north east, but due to efforts made to improve living conditions and diet, this has been cut by over a third."
Apart from any other problems, what do 県を挙げて and に努め mean?
2. なぜ一種の植物が一年生の草本になったり、多年生の木 本になったりするのでしょうか。
Translation given: "I wonder why it is that some plants become annuals and others perennials?"
I am struggling here to see where the "some plants ... other plants" sense comes from. I understand the なったり ... なったり pattern, but all I see as the subject is 一種の植物, which looks to me to mean "one type of plant".
3. 共通の利害をもった両当事者がけんか腰でいたとき、彼 が間に入って、いさかいにけりを つけた。
Translation given: "Two different parties with common interests were on the warpath when he cut in to settle the dispute."
What is でいた? Is it で (particle meaning something like "in the state of (けんか腰)") + いた (居た)?
4. 会社で経理の仕事をしている女性が、伝票の処理でミスをして上司に怒られたとしよう。
I believe this is basically saying that a woman working as a company accountant made a mistake processing a receipt and was reprimanded by her boss. However, what is the purpose of としよう?
