1. 更衣室で紅色のユニフォームに着替えながら、ハリーは、クィディッチ観戦でみんなが城の外に出ているのがせめてもの慰めだと感じ ていた。

I can understand the general meaning of this sentence OK, but what exactly is the grammatical function of the highlighted で? Does it mean:

みんながクィディッチ観戦だ (だ becomes で to join with the next part)
and also
みんなが城の外に出ている
?


2. マクゴナガル先生は、メガフォンを下ろし、ハリーに合図した。
「ポッター、私と一緒にいらっしゃい・・・」
今度だけは僕を疑えるはずがないのに、といぶかりなが ら、ふと見ると、不満たらたらの生徒の群れを抜け出し て、ロンが、ハリーたちの方に走ってくる。

The subject of いぶかりながら must be Harry (he is wondering how he could be suspected of some bad deed when he was somewhere else at the time it happened).

Is Ron the subject of 見る and 抜け出して?

で is a particle to indicate cause/reason/grounds, as in 風邪で学校を休む, 急な仕事で旅行に行けなくなった.
The reason of みんなが城の外に出ている is クィディッチ観戦.

The subject of 抜け出して is Ron, but the subject of 見る is Harry.

2. So what does ふと見ると mean in the context? I thought it was referring to Ron catching sight of Harry, but obviously not...

Is it possible to explain the actual meaning of と in ふと見ると?

The whole sentence is written from the viewpoint of Harry.

It's called 継起 in Japanese. "~ and then..." might be close.
e.g.
部屋に入ると、彼女が待っていた。

Oh, OK, thanks, this sentence looks normal to me; I would read it without difficulty, yet somehow the change of subject in the original sentence threw me.

"When" might be better than "~ and then...".

The last half of the sentence 不満たらたらの生徒の群れを抜け出して、ロンが、ハリーたちの方に走ってくる is the contents of what Harry saw, i.e., it means ハリーは、「不満たらたらの生徒の群れを抜け出して、ロンが、ハリーたちの方に走ってくる」のを見た. It's not a description from the viewpoint of the author (the viewpoint of god), but is still on Harry's viewpoint. (It's the same in my example, too. 彼女が待っていた is what the subject/speaker saw.)
