Hi. Does the underlined part mean "I don't know if ...", which is not a feminine expression かしら?

That's used mostly by female. The meaning is "I wonder if~", but the nuance is close to "I don't think~".
If the speaker is male, かねえ is used instead.
 
Ah, I see. But 出すかわからねえ is used for that meaning because of 頭ん中日和ってる and この状況で . If it's お偉方が攻撃許可出すかしらねえ, your interpretation can be possible. 出すかどうか知らねえ is more common even for this case, though.
