It's Chinese, not Japanese.
It seems to be the title of a book:

The meaning is roughly "cultivating fire".

I fixed the Wiktionary page. However, the error also exists elsewhere, including on weblio, so it may persist for a while.
weblio page: 悾とは - 漢字辞典 Weblio辞書

I thought weblio got all its data from the EDRDG databases, but I searched their KANJIDIC2 database, and it doesn't give a kun-yomi for this character, so I am not sure where the error came from.

Ah, thank you, yes. In that case, I think the other character must be 武. So the whole phrase, reading (vertically) R to L, would be 練武, （れんぶ）, practise martial arts.
Does that make sense?
