In the video which does not even have references where it got it's data from, it says 1 in 49 children born is from 国際結婚 or international marriages, if you don't understand Japanese, there was a translation saying "mixed babies".
That child can be fathered by a Japanese man married to a Western woman, or Chinese woman, or an African woman. Or fathered by a Korean (or Chinese, Russian, India, American etc) man married to a Japanese woman, they are all 国際結婚.
Why do you automatically assume that 1 in 49 is fathered a westerner? Which is equivalent to saying that the only combination of international marriages in Japan is Western man and Japanese woman. I hope there is no implied racism in your assumption.
