Nothing following. Preceding it seems a quotation of SunTsu about spy :

間事未發而先聞者,間與所告者皆死。
 
I think the sentence is something like that :
"This tradition is/is named : "cut off the tips for consolidate the origin" ."
According to you, what is the better way to read/write the most exactly this sentence in romaji ?

Your interpretation is correct in meaning, but speaking strictly, it's not a sentence but a noun phrase like "tradition - cutting off ~". Sorry for nitpicking.

Interestingly, it denies SunTsu in the preface.

Sue wo taete, moto wo kataku suru den
It's "Sue wo tachite" since を shows that 絶 is transitive. I agree with the rest.:)
