Bear paw cuisine is a Chinese dish. However, in Japan, there are also bear dishes as part of hunter's cuisine.
In Japan, there is a cultural tradition of using bears for medicinal purposes. In particular, bear bile, known as yūtan (熊胆), has been highly valued in traditional Chinese medicine since ancient times. Bear bile is believed to have antipyretic, detoxifying, analgesic, and anti-inflammatory properties and has been used from the Edo period to the present.

Additionally, bear meat and fat have also been used in folk remedies and are considered beneficial for boosting vitality and alleviating cold symptoms. Even today, bear-derived ingredients are sometimes utilized by hunters in mountainous regions and in the field of traditional medicine.

However, due to wildlife conservation efforts, strict regulations have been put in place, and commercial distribution is now highly restricted.
 
I'm confused, why some people have desire to have unusual foods like the bear's paw, meat of Eel or worse than all King Cobra snake?!!
Another example of Japanese recipe is "Sea Snake" that is called eel!

Then we ask, where the unknown diseases (new epidemic) come from?!

Why people should listen to someone named Mencius and follow his odd idea, that is having bear's paw?!

Was he a scientist? Was he an expert medicine or he invented something that is not acceptable in many societies? My intention is not to be rude, but there is a proverb that says, "an insane throw a rock in a well that ten wise men cannot take it out"!

What relation is between fish and bear's paw that he compared one with another?! Even stranger is that, the people followed his idea unthinkably!
Some prophets asked their people, "why do you have such belief and worship idols"?
They answered, " Because our ancestors were on this belief"!
The prophets said, " your ancestors were wrong, why do you follow them"? ( why don't you yourself think to understand right and wrong?)
The example of this wrong tradition (for today) is seen now in England and a group of people laugh at this motionless guards that stand in front of a royal building for hours, have a cold and unfriendly look at people and seem like a statue without any reaction! They even sometimes have harsh behaviors against people who mock or laugh at them!

Well, we accept some ancient Chinese and Japanese followed Mencius's idea ignorantly and ate bear's paw. Today, the Chinese government understood it is a wrong idea and damage the bears' population in China so they banned hunting bears for this purpose; what about in Japan?

Why do people eat unusual foods like sheeps head in Iran?

We should not compare a sheep with a bear as the source foods!

Using lamb and beef is a routine in all lands from thousands years ago. In fact, they have the cleanest and most delicate meat beside the sea foods (only the fishes with scales) and the birds that eat seeds or plants.

Sheep is one of the known and main source of meat that all nations use more or less. It is nourished with plants and is a "herbivore" like cow. All people in the world raise cattle and sheep for food.

Bears are different. They are among Carnivorous animals like lion, leopard, wolf and dogs, though eat plants and fruits beside their main food that is meat, occasionally. We can categorize this carnivorous being through its fangs.

They are wild animals with limited population, and nobody raise them for their meat.

All parts of a sheep is edible except its testicle, similar parts, eyes, a piece between its hoofs, blood, and spinal cord that are harmful.

As well as, the sheep's head and even cow's head (It is not cooked in Iran but Afghans use it) are eatable (It's actually delicious) except its eyes that is forbidden religiously, but sadly some common people pay no attention to this prohibition and love it!

You only have focused on the shape of the sheep's head, whereas it is from a clean source of food (herbivore animals like gazelle) and is eatable and appetizing. Of course, it is among the fatty foods. That is why I eat that seldom (every few months), despite it is one of my favorite foods.
