Not sure if it gets cataloged or not, but one could also look at them as DNA registration boxes--"submit your sample here".

It looks suspiciously like a ruse to get free books. Try putting up an official-looking box in your neighborhood and see what free books & mags you can get!

Nagasaki shut down its "white mailbox" (白ポスト) system—collection boxes for harmful media such as explicit magazines and DVDs—at the end of March, marking the end of a long-running initiative aimed at protecting youth. Once widespread across Japan, these boxes were introduced in the 1960s to prevent children from encountering discarded adult content in public places. However, their relevance has diminished, with harmful material primarily circulating online and fewer staff available to manage the system.

In Nagasaki, the number of collected items had declined for years, falling from around 5,000 in 2020 to just over 2,200 in 2023. Some boxes were also misused as trash bins, increasing fire risk. Other cities, such as Amagasaki and Kurume, have seen similar drops in usage, and officials are now considering further reductions.
