I'm pretty sure it refers to the dates of the 平安時代: 794-1185. I can see the 784 in なくよ, but that's about it.

NA-KU-YO would be 794 (なな, きゅう,よん). And 平安京 is Kyoto in the Heian period . So is 794 the year that Kyoto became the capital? Sounds about right. Not sure what the nightingale has to do with it though....
I'm guessing this is similar to ROYGBIV in English. What's that type of phrase called?

That's right! 794, the year the capitol was moved to Kyoto, and thereby the starting year of the Heian Period.

The nightingale is there so 鳴くよ has an intelligible meaning.
Kind of like the blue in,

Columbus sailed the ocean blue"
making the rhyme scheme work.

Example: 子供にディズニーランドに連れて行く約束をしたが、雨が降ったので、ゲームセンターでお茶を濁した。

Too many cooks spoil the broth は、「船頭多くして船山を上がる」といいます。でも、このことわざを（正しく）知っている人は、なかなかいません。
