Native Japanese students & JooYou kanji

When do native Japanese language students in Japan learn all the Joo-You kanji (1945 kanji)?

Do they do it by the 9th or 12th grade or some other grade?
What I know is that they learn 1,006 kanji by the 6th grade.

This page Language - Joyo kanji | Japan Forum on JREF says students in Japan are required to learn the 1945 jooyou kanji by the time they graduate high school. I'm not familiar with Japan's school system, but wouldn't it be comparable to the 12th grade in the US? Would that be the time one reaches 18 yrs of age?
