How could they get so many quota?
Tokyo Tech's IGP belongs to a set of special programs of several universities to boost Japan's globalization in higher education established by the government. University of Tokyo also offers some similar programs, one I know of is MEMS which offers 10 slots.
 
I answer in the other thread, but maybe it can clarify a bit here as well. There are various quotas, the PGP one will only be shown in early July and the not PGP quotas are usually available at April (those I believe are late this year).
The forum does not allow me to paste the source for this information, but search on google for "PGP quota university Japan Research student Japan MEXT".
So, which quotas are you applying for?

I applied for PGP as i think.

I think it is within Global 30 consortium.

So this means that the slots are "exactly" available one and not just simply "propose" slots ?
 
As I have know that professor can't apply directly to MEXT without university recommendation. It is one of the stipulation point that the nominees should occur.

Akira, your case is 100% same as mine. The rejection was - as you said - because there were such 15 nominees and we were not on the first priority on the list. So MEXT is just selecting 1 or 2 first names that they are highly recommended by the university itself. That's all.

Hope things will be different this year and we will never be hurted again :-)

How can we tell if our graduate school has a fixed number of slots or if it is non-quota?

Does it depend on which university or which graduate program within the university?

In my case, the announcement of the program stated how many applicants would be admitted. All these students will be financially supported by MEXT.
 
In my case, they told me that one student has been chosen from 4 faculties (15 nominees) last year due to the financial crises. So as i do think that the quota is shared between departments for one university.

I still can't understand the criteria of how they set the quota.

As one professor told me that MEXT every year routing between faculties. supposedly, If they choosing 1 or 2 student from Computer Engineering Faculty this year, they gonna choose students from Chemical Engineering the next year and so on<<Routing.

i heard so before, but when i asked my supervisor, he didn't know the real situation, so he couldn't give any comment on that, at least this is not officially stated.

Actually, I REALLY need an opinion from everyone who knew about admission system in Japanese University.
Here's the case:
- Early April 2011: I contacted prof because I was in the middle of scholarship process that held by private organization (they are expecting me to have a correspondence with Prof in one of Japanese Uni)
- Late April 2011: I got the invitation to take the examination by video conference via Skype.
- Early May 2011 : I took the oral examination and a week after that I got the email from my sensei that I already passed the entrance exam. Note: After this confirmation, he recommended me to apply the U-U MEXT scholarship as well (since I stated that I could not fund by study unless there's a scholarship). so: I applied for 2 scholarship scheme by may 2011.
- Late May 2011 : I sent all required documents to my uni by mail.
- Early June 2011 : I got the LoA and 'application of Certificate of Eligilibilty (CoE)' which need to be resent as soon by mail.
My Question is: in the application of CoE that student affairs sent me and i resent them back, they (note: university) marked in that page that the one who sponsored my study is Japanese Government. DID I GET A SCHOLARSHIP ALREADY??
My prof still not sure and still gathering all the info.
One thing for sure: I didn't attach any bank report (coz i don't have any), and for someone who obtain the Japanese Government Scholarship, no need to sent any bank report (from the instruction of filling the CoE).
SO: DID I GET or IN THE PROCESS OF GETTING THE SCHOLARSHIP?
anyone??? I really need some opinion.

As you mentioned, the scholarship process held by private organization, so it is totally different (as i think) than MEXT scholarship obtaining process.

I knew that once you receive the CoE, you should start issuing your visa by applying the CoE to Japan General Consulate.

It is a bit weird that the scholarship process held by private organization and finally marked in CoE that the one who sponsored your study is Japanese Government. It is better to wait your professor for more information.

If you don't have bank account so it is not necessary to send them a bank report.

I did not apply for mext schoarship to begin with. While I am in the process of getting the scholarship from the private org, my sensei suggested me to apply the scholarship in the university as well. He said, it's better for me just in case i cannot make the private one. So, the CoE is from my uni and in term of mext scholarship from my uni.

About the LoA and CoE whether is earlier or not, i don't know for sure (this is my first time to apply in japanese university). One thing for sure, my intake will be October. Is that considered too early to got those letter by early june?

I applied through the embassy recommendation and got a call yesterday from the Japan embassy....and they informed me that I'll study Japanese Language at Kyoto Univ (Oct./11 to Mar./12 and then move to another university after 6 months.

Anyone informed similarly?

Good News! I think that's mean you have been accepted.. So, Congrats!
I just received a mail from Univ. Admissions informed that the selection process get delayed for 2 months due to the severe crises and hopefully they gonna receive the result the coming days by end of June or early July.

The trip of waiting the result has been finished.
I received the acceptance and i am so happy.
