Yeah, the CAD guys I know are engineers who happen to have CAD skills alongside other knowledge. The "grunt" CAD work is done by their India office (standard, these days).

A decent engineering degree will give you opportunities but honestly: stop thinking so narrow as "Japan only". That's the "wonderland" part of these sort of threads, the part where people are desperate to move to one country specifically and to shape their life plans around it. (I come from the expat side of things: you move where the jobs are and nobody I know RL would consider working a **** job outside their field just to get into a particular country).

Though I'm often amazed at how many will work in **** countries just to get a particular salary.
