I guess アキラの国民番号 must be in the form 12345xy6789 - five "upper digits", four "lower digits", and two letters in the middle, and the answer is then something like 1111xy12345, where 1111 is the number you calculated in the first step.

That's a pretty obnoxiously long-winded scheme for getting into the site. Usually it's just "enter birthday of my favourite character!♪☆♫!" or some reasonably obvious reference to some well-known example of 語呂合わせ.

Well yes, like I said my Japanese knowledge is very limited, I mentioned what I understood, and this part I wasn't sure about. And yes, I wasn't sure where to post, thanks to epigene it is now in the correct section.

Well, I don't know which アキラ is meant by アキラの国民番号 , but it's presumably a reference to some fictional character - which may be why the original message advises you to google things, the same as if some Les Miserables site asked you for the prisoner number of Jean Valjean

Google the phrase アキラの国民番号, as the original hint says. I didn't know what it meant at all, either, but got the answer quite easily.

Ah, I see, thank you. I tried looking at few characters by that name but sadly didn't find any hints there. Thank you for the help.

I am quite ashamed to be saying this but sadly I didn't find the answer by googling that.

Now that i actually think about it, it is most likely the correct ID number they are talking about, however I am not sure how to work out the final keyword now, will be trying different combinations but so far no success. Thank you again.

You're still missing this bit:
アキラの国民番号下4桁 - 人形使い（攻殻機動隊 GHOST IN THE SHELL）のプロジェクトナンバーﾃ?
ex.) 計算式（〇〇〇〇－〇〇〇〇）ﾃ?

You have to calculate a number using "3099" and "2501" and then make the rest of the password as it says after that.

Thanks. But what do you mean by calculate? Add them? Or subtract? And in which part should I write them? Because now I am confused which bit goes where. Geez, why is it so confusing xD
