I'm using the Google Japanese Input on my PC and iPhone.
How to get the quotation symbols 「」?

With the Google IME on PC, try hitting the bracket key on your keyboard, then the space bar to get a pop-up list of choices, among which should be the corresponding Japanese symbol.

On iPhone, try hitting the '123' button to bring up the keyboard with numbers and other symbols. You should find those symbols there.

They are also Chinese quotation symbols as far as I know.

「」(Kagikakko/Corner brackets) are used in Taiwan, Hong Kong, Macau or Korea, but quotation marks "" is used in Mainland China.
