Free Community Japanese Lessons from Volunteers

So, I have heard that there are numerous places throughout Japan where one can get free, or relatively cheap Japanese lessons from volunteer sensei. I have also read that "You get what you pay for" and the lessons are not always top-notch. Anyway...my I want to know if they ask you for your gaikokujin card when you are signing up for the class. I am only on a tourist visa, and I don't have this card. Do you think I will not be allowed admittance?

In case of Tokyo, such information is available at the City Ward Office.
But such a service is basicaly for the residents or those working in the ward, I'm not sure if it is available for a temporary visito (traveller)...

Even if they tell you no, it won't hurt you, so why not go to the office of the ward you're staying and ask if free Japanese language lessons are available? :-)
