Half the international marriages are with Asians, like from China, Taiwan or Korea, but unfortunately, a lot of those are men brokering brides from impoverished areas, basically mail order brides.
I can't find the statistics with a quick Google search, but I remember that more of the marriages were Japanese men with foreign women, and that Western men with Japanese women was a relatively small percent.
Seoul is not, but neither is Shanghai. I haven't been to South Korea, but apparently there are still marriage brokers selling women from poor rural areas.

In the video which does not even have references where it got it's data from, it says 1 in 49 children born is from 国際結婚 or international marriages, if you don't understand Japanese, there was a translation saying "mixed babies".
That child can be fathered by a Japanese man married to a Western woman, or Chinese woman, or an African woman. Or fathered by a Korean (or Chinese, Russian, India, American etc) man married to a Japanese woman, they are all 国際結婚.
Why do you automatically assume that 1 in 49 is fathered a westerner? Which is equivalent to saying that the only combination of international marriages in Japan is Western man and Japanese woman. I hope there is no implied racism in your assumption.
ps. What makes your assumption amazing is that right before the 国際結婚 and the baby part, the video shows that vast majority of foreign residents in Japan are from China, Korea, Brazil and Philippines and yet you think all mixed babies are fathered by a Westerner.

To break down the measure of a person's standard of living into simple terms, GDP PPP reflects how much local goods and services cost while Nominal GDP reflects how much internationally traded goods and services can be bought for.
The PPP is a good indicator but it can give a false impression of living standards as although the local services may cost a lot less (because of labour costs etc), a large percentage of the population may not be able to afford or have access to goods and services which are readily available and affordable in countries with a higher Nominal GDP.
You mentioned Taiwan and South Korea … they have indeed both made great improvements in their economies and living conditions.
You also mentioned Hong Kong and Singapore. Both have a large percentage of wealth created by expats working there and the disparity of wealth for both those countries is appalling.
Look at the Gini index (Distribution of family income) and you can see the huge gap between rich and poor for these two nations.

I have travelled through South Korea and parts of Taiwan and also know Japan well, having lived there and travel there every year. I found that rural Taiwan and South Korea were much less developed than Japan in infrastructure, commodities and services.
A good friend of mine who has been in Taiwan for 5 years after living in Japan for more than 10 also tells me of the great disparity in living conditions between city and country there – he however, prefers living in a small town even though he could earn a lot more working in Taipei!! Money isn't everything!

Hong Kong and Singapore are THE two main financial centers in Asia. They are the magnet cities for the world's best talents. While Japan attracts umm... "English" teachers. Also they are cities states with smaller population than Japan, so obviously they will have a higher Gini index than Japan.
If you find the gini index for London or New york or Tokyo, you will find a similar pattern. This is kind of basic common sense, really.
