It's quite normal for it to be used that way in Japanese.That's true, though I would find it a bit quirky since it's like an announcement pointing out that something is 'malfunctioning in progress' to which my response would be 'uh, OK, thanks... now have someone fix it already!' Of course, in the literary sense, it's fine in that there's no mistake.
