Yamaguchi is known to be one of the cheapest prefectures to live in. Housing and food prices have always been fairly low here. Yesterday I went to the grocery store and three things stuck out.
1. the price of fish is up
2. the price of fruits is where only the rich can buy it these days
3. the price of some vegetables have doubled, potatoes and onions and tomatoes seem to have the same price as last year, but the greens and garlic and carrots have really shot up

We had no floods in Kanto, but some commodity prices always fluctuate due to changes in demand and supply. If farmers have been affected by flooding in your area, it would not be unusual for produce to become more expensive.

That's always been the case, especially for peaches, grapes, melons, and cherries. Some fruits are simply luxury and often get stolen from farms and plantations.

I watched on TV where grape farmers actually have put cameras around their vines, so yes, quite serious these days.

That's terrible. These farmers need a crossbow these days. That's there livelyhood.
