I tried to use PhotoShop to enlarge them with no luck. They were too small to work with.

No. The size 400x291 is extremely small to read the kanji written there. Is there any reason you can't upload higher resolution images, for example you actually really don't have those pictures?

You need to scan them in high resolution, upload them to a publicly accessible storage service like Dropbox or Google Cloud and share the link with us.
