While I think I get the general gist of this, I'm having a problem with the grammar of 子どもたちの口めがけてなぐりつける; specifically, why there is no object marker for 子どもたちの口. Does めがけてsomehow obviate the need for it

Yeah, を is omitted there. The subject marker が is also often omitted in a context. (I've read an explanation about this topic in this forum, but I can't find it now...)

Does it seem to you that the omission of を in this case is triggered by anything specific in the content, or is it just a case of "these particles can sometimes be omitted"?

The latter. This omission tends to occur more often in an attributive or adverbial clause. Although these particles are omitted also in the main clause in verbal (colloquial) conversation.
