I wouldn't say that. I would say the meaning is completed by the ない at the end of the sentence.
This comma is meant to suggest that you defer to later to complete the meaning of the clause.

Pretty much, if わけ means 'mean' there.

It looks to me more like this is case of 'case' or 'reason'.
"it's not the case that ___ nor the case that ___"
"it's not because ___ nor because ___".

As chris-san wrote, it's not an omission of ない. The following two expressions are both correct, and the same in meaning.
