Hi. Can I understand the function of the underlined part (i.e. てしまっている) this way? The action "waste his life" is completed and the result caused by the action continues to exist. And generally, can all cases of 〜てしまっている be understood this way?

Yes, your understanding is correct in that example, but ~てしまっている can be used also for on-going action or present habit.
e.g.
乾杯もしていないのに、もう飲んでしまっている。
映画がクライマックスを迎える前から、もう泣いてしまっている。
彼は夜更かしをするので、いつも遅刻してしまっている。
 
Thank you, toritoribe-san. So when ~てしまっている is used for on-going action or present habit, it is the same as 〜ている, right?
