Hi All,
Can you use お帰りなさい to welcome someone back to your country?
Can I say.

オーストラリアにお帰りなさい。

よろしくお願いします
 
It would probably work best if they speak Japanese, but I can't think of any reason why you couldn't use it.

Since it is welcoming people back to a place where the speaker feels they belong, it is probably the most heart-warming greeting you could make under the circumstances.
 
That gave me quite a chuckle. Thanks mikesan. I wasn't sure if お帰り was used just for your home.

When I walk into my company at the end of a workday I say ただいま and about half お疲れxxx and half お帰り in reply.
 
オーストラリアにお帰りなさい can be soft imperative "(Get out of here and) go back to Australia" depending on the context. You can use it, but just お帰りなさい is more common.
