2011 MEXT scholarship budget 10% reduced and scholarship students 11% reduced

Yesterday I checked the MEXT budget posted on the MEXT website of 予算・決算、年次報告、税制:文部科学省 and I noticed something surprising which I guess might be important for us to notice here.
According to the budgets, for year 2010, there are 12,074 MEXT scholarship students and the budget allocated to the scholarship is 21,7 billion JPY. While for the year 2011, there will be 10,656 MEXT scholarship students and the budgets allocated will be reduced to 19.7 billion JPY.
Let's have a rough estimation about these numbers. Because in the last ten years, the MEXT scholarship has been reduced for a few times from the initial 180 thousands per month to 152 thousands per month with arrival allowance cut and others. In 2010, the average money located to each MEXT students will be 217/12074 = 0.01797 billion JPY. In 2011, the average money will be 197/10656 = 0.01848 billion JPY. 0.01848 is like 2% increase compared with 0.01797, which might be good news that the MEXT scholarship for 2011 might have a 3 thousand JPY increase per month, though no that big amount.
But for the number of MEXT students, there are 11,854 in 2007, 11,974 in 2008, 12305 in 2009, 12074 in 2010, and will be 10656 in 2011. There isn't a change larger than 350 people in the past years, but in the next year, there will be a reduction of around 1,400 people. This actually scares me a lot. How comes there will be such a reduction in the number of MEXT students in 2011? It might happen to be that a large part of the current MEXT students will be graduated until April 2011. But normally, the number of students graduated per year shouldn't vary that much among each year. And if it's not the reason, then, there might be a big change in the number of MEXT scholarship students they will admit for next year. (Or because of both reasons.)
Anyway, it seems like it wil bel a much higher chance for the year 2011 that they will reject someone who has passed the first embassy recommendation, because as far as I know, the embassies are recommending students not less than the number of the students they recommended last year.
I hope it woudn't be that bad and it's just my logics (but the number I given is true). But I think I should just post the thread here for everbody to have a look.

So, Japan's plan is to increase the number of foreign students, I would really wonder if they suddenly decreased the number and amount for the scholarship... maybe we should wait with news like that, so that we can all concentrate on studying and applying.

There's no contradictory in here.
I also see the total budget of MEXT will be increased, but the budget allocated for MEXT students will be decreased and the number of MEXT students expected will be decreased as well. Like two or three years ago when the MEXT scholarship reduced, the total budget stayed increased but the budget allocated for MEXT students decreased because they have a so called G30 program of recruting 300,000 international students to Japan and they set up and allocated a portion of the budget to the so called G30 scholarship.

That's the uncertain part which scares me a bit!

Just want to say that my info is correct. The part of MEXT budget plan for higher education in 2011 can be downloaded here at http://www.mext.go.jp/component/b_menu/other/__icsFiles/afieldfile/2010/09/01/1297091_10.pdf
Unfortunately, it's in Japanese and they don't seem to have English version. The part of Budget allocated for MEXT students and the number can be found at the lower part of page 5 and the upper part of the last page as well. Even if you don't know Japanese, you should be able to glance at the numbers. And 国費外国人留学生 in Japanese means the MEXT scholarship students in English. And 億円 means 0.1 billion JPY, while 人 is the a number refering to people. And 平成23年 at the front of the page means the year 2011.
 
i think that the whole world is going little by little "down"...we will need to cut down all the nice things we used to had...many countries already did that...so..for us who are still in a "fight" for MEXT scholarship it is going to be harder and harder every year...
it is a perfect scholarship and it was about time when something like this will happen...(i'm not saying something terrible happened but every year little by little...)
 
Yes, this seems scarier because the possibility of being rejected will be increased. After I passed the interview, I had a long talk with the Cultural attache about the scholarship. She told me that unlike some Asian countries (China for example), The number of foreign students is smaller in other countries (in Morocco, 2 were preselected in CoTS among 200 applicants (including me), about 3 researchers and 0 undergraduates). As a consequence, she said that we got a bigger chance because we're in a small number, but there's always a chance of being rejected. I felt relieved but there's always this thought which hunts you down. I try not to tell people that I'm going to Japan, and I'm enrolled in preparatory classes in case I got rejected. But at the same time, I study Japanese everyday and I intend to pass the JLPT3 this december in case I got accepted.
When I was on a Taxi one day I heard on the news a part which attracted me : "... which makes Japan this year the richest country in the world". I don't see the reason why they're reducing the number of grantees knowing that they're trying to achieve 300.000 foreign students?
To make it short, let the waiting kill you during these 3 months, until one day you'll hear the message of your destiny :]

I've just got an e-mail from the Embassy with notification that due to severe financial situation, the postgraduate scholarships will be significantly decreased.
Do you have any information about this reduction from your embassies?

Just curious if they told you that the amount of the scholarship will be significantly decreased or the new recipients of the scholarship would be significantly decreased.
As I said in the other topic, info from my embassy that the quota will be reduced from 4 of the last seven years to 3 this time for the coming year.
 
im a current monbusho scholarship student, M2. they are holding interviews and are planning to cut 50 percent of any applicants that are planning to extend the scholarship into the PhD course. I think the same is happening to those trying to go from research student, to masters. and perhaps all new applicants too.

The number of recipients of the scholarship who were to arrive in Japan in April 2011 will be significantly decreased. I don't know how much, but "significantly" seems to be more than 10% :(
