What is なしに anyway? Is it an adverbial phrase?

This sentence seems a bit strange.
You should say:
テレビなしでは、困ると思います。
I guess, you could not do without a TV-set.
or
I guess, it would be inconvenient, if no TV-set would be available.
'なしでは' : 'without'
