It seems or I heard
I have learnt the different grammatical structure with そうです/だfor the meaning of "it seems" and "I heard". However I'm not too sure about those with ~て/でいるそうです. Is the translation of the above sentence correct? Someone told me it should mean "I heard he is tired", not "He seems tired." The web page says the latter but the sentence is in the section where it is talking about the former. So I'm none the wiser.
 
It's completely distinct.

The hearsay そう is predicate + そう

疲れているそうです。
大変だそうです。
面白いそうです。

The "seems" そう is stem + そう

疲れていそうです。
大変そうです。
面白そうです。

Any good textbook or grammar reference will explain this clearly.
