It's used to express praise, joy, or thanks. In a religious context it would be "thanks be to God." In a secular context it just means same as "Awesome!" or "Yes!" or "We did it!" etc.

that's actually not far off, it's technically two words that means "Praise Yah/God," and Allahu Akbar means "God is great." But seems like the usage is close, as they're both used in similar situations, as well as all-around stuff like mdchachi mentioned.
