Appreciates if someone as native/ high level Japanese learner >N2 could help me understand 1 difficult sentence in this story. Feel free to correct my mistakes and please use English if you can, or Japanese synonyms ^^
My guess but not sure : "Even if we speak up, we can't change anything (because we don't have the right to cast vote , only province governor or their representative could cast vote)"
Story context if you need: The story took place during Three Kingdom era (during the Anti 董卓 Alliance chapter) .Protagonist 一刀, 愛紗, 朱里 are subordinates of a small clan leader 桃香 (fictional name of 劉玄徳). They're attending a military meeting of the Anti 董卓 Alliance, held by the leader of this alliance army - province governor 袁紹. There are other province governors and their representatives in this meeting too like 曹操 (fictional name 華琳), 袁術, 孫策 (representative of province governor 孫堅) , the small clan leader 桃香 is representative of her friend 白蓮-san (fictional name of province governor 公孫讃) - this means 桃香 speak on behalf of 3 provinces under their coalition's control, 1 vote of 桃香 = 3 votes in this meeting.
After they failed 2 times in their offensive to take a castle on 汜水関 (Shisui Pass?), leader of the Alliance army 袁紹 proposed a plan to quickly take this castle, which is gather all armies of their alliance and launch an all out attack in multiple waves. She asked the province governors and their representatives to cast vote and decide whether to agree or oppose this all out attack plan.
袁紹「でしたら、続けざまの攻撃でも構いませんわ。とにかく、あんな関はさっさと落として洛陽に向かいませんと、あの逆賊、次は何を言い出すかもわかりませんもの」
袁術「むぅ……そうじゃな」
袁紹「ええ。いまだ重税は変わらず、朝廷は血の臭いが漂い、巷には怨嗟の声が満ちていますわ。その元凶を払うため、わたくしたちは兵を挙げたんですのよ！」
曹操「……よく言うわ」
袁紹「あら、華琳さん。わたくしの提案に、何か文句がありまして？注文を付けるなら、より良い代案を出してからにして下さいましね」
袁紹「それとも、華琳さんが総攻撃の第一陣として、関を落とすお手本を見せて下さるのかしら？」
曹操「……」
曹操は呆れてるのか反論する気もないのか、小さくため息をついたきりだ。
袁紹「……代案もないようですわね。では、ここにいる州牧と名代で決を採らせていただきますわ。投票の権利は、一州につき一票。よろしくて？」
袁術「一州につき一票なら、揚州連合は妾が一票ということで良いの。妾は名代じゃが、おぬしは名代の代理じゃからな！！」
孫策「はいはい。好きになさい」
袁紹「ああ……幽州徐州連合の方は、連合ですから青州を含めた三票でお願いしますわね」
桃香「……えっ！？ わ、わたし！？」
袁紹「他にどなたがいらっしゃいますの？あなたが白蓮さんの代理でしょう。劉玄徳さん」
袁紹「どうか、賢明な判断をお願いいたしますわね？」
桃香「……わかりました」
一刀（……そうか。懐柔するって、これが狙いだったのか）
今日は雷々と電々も来てないし、何かあった時の判断は桃香と朱里に任せられてる。
そして……こういう時に普段の恩を笠に着て、自陣の味方に引き込むのが、袁紹の狙いだったんだろう。
愛紗「桃香さま……」
一刀「愛紗、ここは静かに。俺たちが言っても何ともならないよ」
愛紗「……はい」
