You can find "to steam" even by hiragana ふかす.

That's just because you looked かす "bukasu" up in the dictionary, by any chance?

That's a definition of 気. It has nothing to do with 元気 or "to eat rice".

(気 refers to) steam that comes out when steaming rice

I don't understand what you mean by this. At any rate, if you try to translate Japanese text which has parts of it converted from kanji to hiragana, you are likely to get a garbled mess.

Try parsing that phrase in this way:

米(こめ) を ふかす とき、 でてくる じょう気 の こと


To correctly interpret the text meaning, another thing you could try is to convert the ENTIRE phrase into hiragana, type it all at once into a browser or word processor, and let that software suggest the most likely kanji.
