can i say はしってたのしみますか? to mean do you look forward to/enjoy running?

It means "do you run and enjoy?"
One of the usages of te-form is to put two verbs in one sentence, "do ~
and do ~".
Look forward to ~ : ~するのをたのしみにする
alternatively ~するのがたのしみだ/です
enjoy ~ing : ~するのをたのしむ
alternatively ~するのがたのしい

~の can be replaced by ~こと

I'm looking forward to running
はしるのがたのしみです。
はしるのをたのしみにしています。

I enjoy running
はしるのがたのしいです。
はしるのをたのしんでいます。
