Hope someone could explain clearly the meaning of this sentence in a novel which i'm reading
Story context: Protagonist 一刀, 愛紗, 朱里 are subordinates of a small clan leader 桃香 (fictional name of 劉玄徳). They're attending a military meeting of the Anti 董卓 Alliance, held by the leader of this alliance army - province governor 袁紹. There are other province governors and their representatives in this meeting too like 曹操 (fictional name 華琳), 袁術, 孫策 (representative of province governor 孫堅) , the small clan leader 桃香 is representative of her friend 白蓮-san (fictional name of province governor 公孫讃) - this means 桃香 speak on behalf of 3 provinces under their coalition's control, 1 vote of 桃香 = 3 votes in this meeting.
After they failed 2 times in their offensive to take a castle on 汜水関 (Shisui Pass?), leader of the Alliance army 袁紹 proposed a plan to quickly take this castle, which is gather all armies of their alliance and launch an all out attack in multiple waves. She asked the province governors and their representatives to cast vote and decide whether to agree or oppose this all out attack plan.
袁紹「では……明日の攻撃、曹孟徳殿を第一陣とする総攻撃ということでよろしいかしら？賛成の方」
袁術「うむ」
手を上げたのは、袁紹と袁術。州の数で言えば、冀州と并州、揚州で……三票
袁紹「あら、これでおしまいですの？代案がなければ、反対をする意味はありませんわよ」
桃香「うぅぅ……」
今のところ、反対で確定なのは曹操。州の数で言えば苑州と豫州で、二票
桃香の持ってる三州ぶんの票が、事実上の決戦票になる。
曹操「……」
そんな中、ちらりとこちらに視線を寄越したのは、曹操だった。
一切の焦りなんかない。好きになさい、といった様子の曹操の瞳と……昼間の曹純の話が、改めて頭をよぎる
一刀「……桃香。賛成して」
桃香「……で、でも」
一刀「大丈夫。それに、そうしないと軍議に収拾が付かなくなる」
朱里「……そうですね。桃香さま」
桃香「……うん」
俺たちに小声で促され、袁紹に向けて、桃香はゆっくりと手を上げてみせた。
袁紹「あらあら、幽州連合の三票が加わって、六票。反対は華琳さんの二票だけでしょうから、これは決定という事でよろしいかしら？」
曹操「連合の総意ならば仕方ないわね。ただし……第二陣との連携も取りたいし、第二陣は私に指名させてもらえるかしら？」
袁紹「む……どこを指名するおつもりですの！？場合によっては、それも決を採らせていただきますわよ」
曹操「ええ、構わないわ」
袁術「して、どこを二陣に置くつもりなのじゃ！」
自分たちが指名されると思ったんだろう。袁紹と袁術の慌てた様子を楽しむように、曹操は少し考えるフリをして…
やがて、ゆっくりと口を開いてみせた。
曹操「……幽州連合よ」
桃香「曹操さん、ごめんなさい！」
満場一致で幽州連合の第二陣が決まって、会議はあっさりと解散した。
そんな議場を後にして、曹操に追いついた桃香が最初に口にしたのは、謝罪の言葉。
曹操「……あら。あなたが何を謝る必要があるの？」
桃香「それは、その……あそこで、賛成に手を上げちゃって」
曹操「別に構わないわ」
曹操「収拾を付けるにはそれしかなかったでしょうし……図らずも最大派閥になってしまったというのも、色々と間が悪かったわね」( the author omit subject here so i don't know who's being mentioned here as the biggest faction ? Unlike English grammar i/you/we/they... ? hope you can clarify this too)
