I'm a bit confused with the part in bold in the following passage. Is this part refers to the whole 雑居ビル? So both 接骨院 and 風俗店 are not guaranteed to work?
一階に接骨院。
二階に風俗店。
三階から先は疎らなテナントで、営業しているのか定かではない寂れた雑居ビルだ。

To rise up naturally, on its own. In this case, probably close to "occur" in English. "It would never occur to me (to imagine) that i could be nearly as strong as xxx". A more natural translation would be "I can't see myself ever being nearly as strong as xxx" or "I can't imagine myself being as strong as xxx".
