I'm not sure about the concepts of 心をかける and 手をかける here. As I interpret it from this text, 心をかける seems to be to keep an interest in and watch and be supportive of what someone is doing while 手をかける seems to mean more like "to get involved in the work/to do actual work directly".

It seems correct to me. Although 元の世界の問題 might be more likely "a problem in the original world", and I'm not sure about what 回収 means here.

Yeah, that's correct. 心をかける is not so common expression. I think it's from 心がける and the writer did a kind of word play with 心をかける and 手をかける.

Does the 2nd one mean: "I have to be neat"?

I don't understand how [民間的な存在じゃない人物達だけど] relates to the rest of the sentence.
 
The core of the sentence is 部分は何かで人物達だ, thus, 民間的な存在じゃない人物達 explains what 人間側の攻めてきたって部分 is.

Here, I don't understand what "とはいわんが" means. Does the い represent 言? I completely don't get the meaning.
Am I correct in thinking the sentence means "That person will do anything, and does not want anything besides theatre"?

And the whole as:
"I wouldn't say nothing else matters, but I don't want anything besides theatre."
