Yeah, that's correct. 心をかける is not so common expression. I think it's from 心がける and the writer did a kind of word play with 心をかける and 手をかける.I'm not sure about the concepts of 心をかける and 手をかける here. As I interpret it from this text, 心をかける seems to be to keep an interest in and watch and be supportive of what someone is doing while 手をかける seems to mean more like "to get involved in the work/to do actual work directly".
