It's よく言うよ, and means something along the lines of "you're one to talk." It's part of Standard Japanese, no dialectal stuff there. Now よう言うわ would be dialectal.

I was pretty much confused about one line in his mail:
最近好きな音楽はないけど、強いてあげるなら洋楽かな
I understand he's telling me in the first part that he doesn't have any favorite music recently, but in the second part is he asking me to recommend some Western music to him? I'm confused by 強いて, doesn't that mean "strong"?

Character A looked very energetic, while B was much more relaxed.
